SCUDO FISCALE
Una tantum dell’1,5% sui capitali rientrati in Italia con lo “scudo fiscale”.
TRACCIABILITÀ A 1.000 EURO
Divieto di usare denaro contante per pagamenti superiori ai 1.000 euro. Pagamenti telematici per le p.a e “fiscalità di vantaggio” per le imprese individuali e artigiane che consenta l’emersione dal nero.
BOLLO SU CONTI CORRENTI E DEPOSITI TITOLI
Il bollo attualmente previsto per i conti correnti viene esteso ai conti sui titoli, alle polizze vita e ai fondi mobiliari.
PENSIONI, ETÀ MINIMA E ANZIANITÀ
Per andare in pensione dal 2012 l’età minima sarà di 66 anni per gli uomini e di 62 per le donne. Dal 2018 anche le donne usciranno dal lavoro da 66 anni. Le pensioni di anzianità saranno possibili con 42 anni e 1 mese di contributi per gli uomini e 41 anni e 1 mese per le donne. Chi vorrà uscire prima potrà farlo ma dovrà pagare una penale. Abolita la “finestra mobile” e le quote di anzianità. Uomini e donne potranno lavorare fino a 70 anni con una fascia di uscita flessibile incentivata.
SISTEMA CONTRIBUTIVO PER TUTTI
Dal 1° gennaio 2012 estensione a tutti del metodo contributivo per il calcolo delle pensioni. Una volta in pensione si riceverà quanto si è accumulato con i contributi versati anno dopo anno.
BLOCCO RIVALUTAZIONE
Le pensioni non saranno più rivalutate rispetto all’inflazione, a eccezione di quelle al di sotto dei 960 euro mensili, che saranno indicizzate al 100% con i proventi derivanti dall’aliquota dell’1,5% sui capitali scudati.
CONTRIBUTO DI SOLIDARIETÀ
E’ previsto un contributo di solidarietà per le pensioni più ricche.
IMPRESE, ARRIVA L’ACE
Viene introdotto il meccanismo denominato Ace, “aiuto alla crescita economica”: si tratta di un’agevolazione fiscale mirata alla raccolta di capitale a rischio, per favorire la patrimonializzazione delle imprese. Si interviene con 1 miliardo nel 2012, 1,5 nel 2013 e 3 nel 2014.
FONDO PMI
Rifinanziato il fondo di garanzia per le piccole e medie imprese con l’obiettivo di mettere a disposizione delle Pmi garanzie per circa 20 miliardi di credito.
BONUS ENERGIA
Resi duraturi tutti gli incentivi previsti in passato per le ristrutturazioni e per il risparmio energetico estendendoli alle aeree colpite da calamità naturali.
TRASPORTO LOCALE
Viene rifinanziato il trasferimento alle regioni per il trasporto pubblico locale.

Regioni, province e comuni subiranno tagli complessivamente per 5 miliardi.

Torna l’Ice (Istituto nazionale commercio estero) abolito dal governo Berlusconi.
