Autostrade: stiamo lavorando ad abbonamenti ridotti per i lavoratori

Nel Veneto cresce la protesta contro i rincari autostradali e le società concessionarie chiamano in causa il suo ministero: eventuali riduzioni dei pedaggi – è la tesi – non rientrano nelle nostre facoltà ma richiedono l’autorizzazione preventiva dei Trasporti.
Una premessa: nel Veneto, quasi tutte le concessionarie ci avevano richiesto aumenti superiori a quelli accordati, noi li abbiamo calmierati in partenza ma questo non è sufficiente. In tempi di crisi che colpisce le famiglie e le imprese, ogni rincaro diventa doloroso. Per questo, con i tecnici del ministero stiamo studiando un sistema di abbonamenti sulla rete autostradale diretti alle categorie che, per ragioni di lavoro, sono più esposte agli aumenti, come i pendolari e gli autotrasportatori. L’obiettivo realistico? Se attraverso il sistema dell’abbonamento riuscissimo a ridurre i costi del 20%, avremmo ridotto di molto l’impatto degli adeguamenti tariffari.
Nel tratto più controverso, quello Padova-Venezia, la Cav auspica un allungamento dei tempi di concessione, dagli attuali 23 a una quarantina d’anni, perché ciò consentirebbe di “spalmare” il debito contratto per realizzare il Passante di Mestre, rendendo possibili sconti ai caselli altrimenti vietati da esigenze di bilancio. È una prospettiva praticabile?
Rispondo con franchezza, nell’immediato lo ritengo improbabile alla luce della scontata opposizione dell’Unione Europea, che solleverebbe un problema di violazione della libera concorrenza. È evidente però che la questione è fondata e attuale. Il sistema delle concessioni dev’essere rivisto, anzitutto perché da sei anni a questa parte la domanda di traffico autostradale è diminuita. Dobbiamo garantire i contratti e il rispetto della legge, certo, ma dall’altra parte non si può continuare con questo meccanismo di rinnovo automatico che ignora le mutate condizioni di mercato.
Lei ipotizza una revisione delle regole. Ma su quali basi? E con quali effetti sulle tasche dei consumatori?
Per quanto riguarda l’interlocutore europeo, dobbiamo avviare un tavolo di confronto nella consapevolezza che i tempi della trattativa non saranno brevi e l’esito non sarà scontato. Sul fronte interno, invece, credo ci sia disponibilità e coscienza da parte del sistema dei concessionari per rivedere una dinamica non più adeguata alle esigenze del Paese, anzi, per molti versi in controtendenza. Su questo versante sono ipotizzabili agevolazioni mirate, almeno per le categorie pendolari: gli abbonamenti scontati favorirebbero non soltanto loro ma anche i concessionari che hanno interesse a stimolare la domanda evitando un ulteriore calo della percorrenza autostradale.
Sconti per lavoratori pendolari e camionisti. È una vaga promessa o un obiettivo concreto del suo ministero?
È un impegno che assumiamo, al quale stiamo già lavorando. Conto di darvi buone notizie in tempi ragionevoli.

i lavoratori dovrebbero avere un’esenzione totale, non dei dazi. la libertà di lavoro è sconosciuta in questo paese.
Ottima idea quella degli abbonamenti autostradali per lavoratori. Sarebbe auspicabile che non interessassero solo la tratta Venezia-Padova il cui aumento del pedaggio quest’anno è stato esorbitante. Segnalo infatti che andando verso oriente, ovvero la tratte Venezia(casello di Mogliano Veneto) a Treviso Sud, per meno di 10 Km effettivi di autostrada il pedaggio è di Eur 2,60!!! (da qualche anno sopra i due euro).Austostrade per l’Italia, che ho interpellato dice che è a causa della costruzione del Passante, (ma del Passante non se ne occupa un’altra concessionaria?). Spero che lei onorevole Lupi porti una bella novità con abbonamenti per i lavoratori, magari quelli in possesso di telepass. Grazie per lo spazio di dibattito offerto. Saluti
Passante di Mestre, dato poi in concessione alla CAV, è un’opera pubblica, pagata coi nostri soldi, nel 2009. In quattro anni è già piena di rattoppi sull’asfalto, i percorsi in trincea si allagavano ad ogni pioggia, e se ne occupò diverse volte il giornale Gazzettino. Ora la concessionaria CAV, vorrebbe una proroga della concessione, ma non so se le inadempienze ricadano sulla concessionaria o imprese costruttici….
