LA LOMBARDIA AL FIANCO DI IMPRESE E LAVORATORI
- TEMPI DI PAGAMENTO > La Lombardia ha ridotto i tempi di pagamento dei fornitori a 60giorni, contro una media nazionale di 180, con punte di oltre 1.000 giorni
- 12 SFERZATE > Nel 2011 Regione Lombardia ha presentato un pacchetto di 12 misure da 1 miliardo di euro, per sostenere la ripresa economica (interventi per il credito alle imprese, la competitività, il commercio, il turismo, la ricerca e l’agricoltura)
- CRESCITA > Nell’aprile 2012 è stata approvata la “Legge per la crescita”, con la quale si è intervenuto su tutte le leve dello sviluppo (introdotti strumenti di flessibilità del mercato del lavoro e nuove forme di valorizzazione del patrimonio degli Enti pubblici)
- COMPETITIVITA’ > Nell’aprile 2012 Regione Lombardia ha varato il piano da 73 milioni per la competitività delle imprese e del territorio lombardo, in attuazione dell’accordo di programma tra Regione e Camere di commercio lombarde, che dal 2006 al 2011 ha messo in campo 380 milioni di euro
- ANTI CRISI > Tra il 2011 e il 2012 sono state intraprese ulteriori misure anticrisi, in aggiunta a quanto fatto negli anni precedenti: 500 milioni per sostenere la liquidità delle Pmi lombarde grazie a un accordo con la BEI (Banca Europea degli Investimenti), 103 milioni di doti per rilanciare il lavoro e l’impresa in Lombardia, 137 milioni di euro per inoccupati e disoccupati solo nel 2011 e 100 milioni di euro di politiche attive per cassintegrati Dal 2009 al 2011 sono stati 74.000 i beneficiari della Dote Lavoro Ammortizzatori Sociali (dei quali l’82% risulta aver trovato lavoro); 12.000 i giovani beneficiari della Dote Formazione (fino a 5.000 euro) per interventi di formazione post diploma e post laurea)
- START UP > Bando “Start Up d’impresa” da 30 milioni di euro per sostenere l’imprenditorialità giovanile
- INNOVAZIONE > Due bandi da 11 milioni di euro per sostenere l’innovazione e le reti delle aziende del terziario con 11 milioni di finanziamento

Bene le misure sull’innovazione, che favoriscono lavori con alte retribuzioni e non facilmente copiabili da altri sistemi paese. C’è però un fattore da non sottovalutare lo studio generalizzato delle lingue, in particolare dell’inglese. In un paese che cresce poco ed ha un’alta imposizione fiscale (situazione che durerà a lungo) le commesse non saranno cospicue, l’unico modo per mantenere i livelli di fatturato è puntare sull’estero, abbiamo le competenze, ma noto che la conoscenza dell’inglese fluente fra gli adulti, ma anche fra i giovani è ancora molto bassa.
Recentemente ho avuto proposte da una associazione di categoria di fare corsi obbligatori per la sicurezza a pagamento, in questo periodo aumentare i costi degli imprenditori e una follia.
Poi un differente associazione mi ha aiutato a presentare la domanda al bando della regione, e ho ottenuto le sovvenzioni, per quanto riguarda l,inglese un bando differente dote imprenditore comprende corsi di lingua.
