Piano Casa 2: la casa non è un lusso, la qualità della vita è un diritto
Il Ministro Lupi è intervenuto a Uno Mattina per raccontare i principali contenuti del secondo Piano Casa che porterà in Consiglio dei Ministri mercoledì prossimo.
IL PRIMO PIANO CASA
E’ il secondo Piano Casa perchè il primo è stato quello varato sempre dal Ministro Lupi con il governo Letta; un effetto concreto di quei provvedimenti è il Plafond Casa. Maurizio Lupi ha dichiarato che “oggi giovani coppie e famiglie che vogliono comprare la prima casa o ristrutturare la loro abitazione, possono recarsi nelle banche aderenti e chiedere il Plafond Casa con un mutuo a lungo termine anche per piccole somme”.

ANTICIPAZIONI DEL SECONDO PIANO CASA
Durante l’intervista a Uno Mattina, il Ministro Lupi ha riaffermato un concetto fondamentale: “la casa non è un bene di lusso. Sono nato e ho vissuto con i miei genitori in un quartiere popolare di Milano e so che la qualità della vita è un diritto”.
Il secondo Piano Casa prosegue in questa logica per realizzare segnali molto concreti che aiutino gli italiani che attraversano ormai 6 anni di crisi economica.
- Affronta il drammatico tema di chi non riesce a pagare l’affitto facilitando affitti a prezzi accessibili per i giovani e l’housing sociale;
- aumenta i finanziamenti per due fondi: il fondo affitti a disposizione dei comuni (200 milioni) per aiutare chi è in difficoltà a pagare l’affitto e il fondo – fortemente voluto dal Ministro Lupi – per la morosità incolpevole (chi ha sempre pagato l’affitto e oggi è in difficoltà perchè ha perso il lavoro) che diventa strutturale dando aiuti alle famiglie e dando certezze ai proprietari di casa;
- smuove il mercato immobiliare che è piuttosto fermo: Lupi ha ricordato che “noi stiamo dando un impulso forte per far ripartire l’edilizia. Abbiamo pensato di reintrodurre la formula “paghi l’affitto e dopo un po’ puoi riscattare la casa (edilizia sociale), per dirla all’inglese”Rent to buy“;
- da risorse agli istituti autonomi di case popolari per ristrutturarle e metterle sul mercato;
- per la prima volta aumenta la possibilità di detrarre fino a 900€ l’anno l’affitto che l’inquilino paga in edilizia sociale.
Questi provvedimenti servono anche a fermare il consumo ulteriormente di territorio ma puntano a recuperare i luoghi degradati nelle nostre città per riqualificarli e restituirli all’edilizia sociale.

Bene il piano casa, la proposta per i proprietari che affittano a canone concordato di ottenere – per legge nazionale – un’aliquota IMU ( o Tares o quello che sarà) al 4,5per mille é stata ritirata ? , l’importo attuale é al 10.6per mille ed é una situazione paradossale, escono dalla porta ( cedolare al 10%) per rientrare dalla finestra come IMU al 10,6per mille. Mi riferisco al comune di reggio calabria, attualmente commissariato ed in cui il precedente regolamento IMU é stato di colpo cancellato e sostituito con le aliquote massime, senza considerare chi aveva in corso contratti agevolati. INTERVENITE su queste ingiustizie celate da necessità di bilancio, in realtà volgare abuso di potere, che di fatto rende impossibile affittare a canone concordato.
