Liberalizzazioni: ecco le proposte del Pdl
Tredici proposte del Popolo della Libertà sul tema liberalizzazioni senza dare priorità a taxi e farmacie
Aggredire i nodi di carattere strutturale ed aprire il mercato a nuove opportunità di investimento. Sono i due criteri intorno ai quali si sviluppa il documento del Popolo della Libertà, illustrato dal segretario del Pdl Angelino Alfano e da alcuni esponenti del partito, con le tredici proposte di intervento sul tema liberalizzazioni.
Il testo, stilato “rigorosamente in ordine di importanza”, senza dare come priorità i taxi e le farmacie, propone di intervenire su diversi settori.
Ecco gli interventi proposti dal Pdl.
### Energia. E’ il primo punto del documento in cui si chiede innanzitutto la semplificazione delle normative, l’agevolazione del passaggio da un cliente da un operatore ad un altro ed infine la richiesta all’autorità per l’energia elettrica e il gas di verificare che i sistemi di remunerazione e incentivazione delle attività siano in linea con i valori europei.
### Trasporti. Per quello ferroviario: necessità di separare la rete (Rfi dal gruppo Ffss) di Trenitalia per consentire più concorrenza; vendere le grandi stazioni a nuovi investitori e creare un Regolatore indipendente sovraintendente lo stesso sistema. Per il trasporto autostradale invece si chiede tra le altre cose di modificare il sistema di revisione delle tariffe.
### Servizi pubblici locali. Priorità: individuare le funzioni degli Enti Locali e privatizzare il resto. E per quanto riguarda l’acqua evitare di mantenere prezzi “politici” con il risultato che non è possibile fare investimenti.
### Banche e assicurazioni. Rafforzare il divieto di cumuli di incarichi nel settore finanziario. Per le assicurazioni si chiede di escludere dall’ambito del risarcimento diretto i danni alla persona.
### Poste. Ridefinire i confini del servizio limitandoli ai soli servizi che non possano essere erogati su tutto il territorio da competitor.
### Telecomunicazioni. Rimuovere gli ostacoli alla realizzazione delle reti da parte degli operatori ed in particolare dei nuovi entranti.
### Carburanti. Diffondere il self service anche nelle ore di servizio, ampliare le attività non oil.
### Giustizia civile. Rafforzare la prevenzione del contenzioso e completare il progetto di riforma avviato dal ministero di largo Arenula.
### Inail. La richiesta è di privatizzare l’ente e aprire ad altre compagnie.
### Diritti d’autore. Superare il monopolio Siae.
### Professioni. Tra le proposte, le priorità sono garantire il “diritto alla difesa” e ad un “giusto processo”.
### Farmacie. Deve restare il paletto secondo il quale nessun farmaco che ha bisogno di una ricetta medica può essere venduto fuori dalle farmacie. Inoltre, bisogna ridurre il rapporto farmacia/abitanti consentendo la creazione di 2000 nuove farmacie anche nei centri commerciali, porti e grandi stazioni ferroviarie.
### Taxi. Rivedere la delega per la revisione del settore all’Autorità competente con il coinvolgimento delle categorie.
