Nuova fase: obiettivo è realizzare le opere, non stanziare risorse
Intervista a Il Sole 24 Ore “Nuova stagione con l’Economia”. Si apre una fase in cui le infrastrutture sono riconosciute come strategiche ma con la differenza che l’obiettivo è realizzarle, non stanziare le risorse.
Ieri l’approvazione del “Decreto Emergenze” e un’altra partita vinta sul decreto del fare e devo dirvi che sono soddisfatto perchè abbiamo fatto un buon lavoro con il ministro Saccomanni, direi che finalmente inizia una collaborazione proficua tra i ministeri delle Infrastrutture e dell’Economia.
CREDITO D’IMPOSTA PER I PRIVATI
La Ragioneria ha dato via libera alla norma che allarga l‘uso del credito di imposta per le infrastrutture finanziate da privati.
Il risultato? Viene accolto il principio che le infrastrutture sono strategiche per la crescita del Paese. È una nuova stagione che si apre. Non solo: viene pienamente condiviso tra noi e l’Economia che l’obiettivo è realizzare le opere, non stanziare risorse. Realizzare le opere lavorando sulla competenza, ma anche sulla cassa.
GRANDI OPERE E FONDO REVOCHE
Stiamo procedendo in questo modo come annunciato al Parlamento: spostare i flussi di cassa dalle opere che non spendono a quelle che in un dato momento sono capaci di spendere effettivamente. Prendiamo l’esempio del Terzo valico per cui ho ricevuto tante proteste, come se volessimo definanziare l’opera, noi non definanziamo né rallentiamo niente, però dobbiamo dire le cose come stanno:
- Il primo lotto costruttivo è stato finanziato nel 2010 con 700 milioni.
- Di quei 700 milioni in quasi tre anni sono stati spesi solo 138-140 milioni per la progettazione e per le opere soltanto 31 milioni in un anno e mezzo
- Poi c’è un secondo lotto e anche lì sappiamo quanto si è effettivamente speso: tra i 7 e gli 8 milioni.
Quindi dico che la cassa di 21 milioni prevista da qui a fine anno è più che sufficiente e che non avrebbe senso oggi tenere lì una cassa di 100 milioni. Se poi qualcuno ci dimostra che si spendono 100 milioni, noi li mettiamo a disposizione.

STANZIARE RISORSE O REALIZZARE LE OPERE?
La domanda che dobbiamo farci è: perché non vanno avanti i lavori? Ci deve essere qualche criticità che noi dobbiamo individuare e risolvere. Una volta risolta, saremo pronti ad accelerare anche la disponibilità di fondi. Però non ci si dica che tagliamo risorse a queste opere perché noi non rallentiamo nulla. Questo meccanimso diventa, anzi, un moltiplicatore di spesa.
E questo non vale solo per le grandi opere. Con il fondo revoche taglieremo le risorse alle opere bloccate e le rimetteremo a disposizione delle Regioni. Giovedì vedrò i presidenti delle Regioni e ne parleremo. Sono convinto che l’obiettivo di realizzare veramente le opere debba essere comune a noi, all’Economia, alle Regioni.
L’Ance dice: filosofia buona, risorse scarse. Nel prossimo semestre mettiamo a disposizione per le sole opere previste dal decreto 50 milioni al mese di tiraggio vero di cassa. L’anno prossimo arriveremo quasi a 70 milioni di tiraggio al mese. In questi anni passati di grande impegno sulle infrastrutture, solo nel biennio 2003-2004 siamo arrivati a questi livelli di tiraggio con 72 milioni l’anno. Ripeto: il problema è spendere le risorse che ci sono.
IMU A IMPRESE
In questi ultimi anni si è fatta carne da macello pur di raccogliere soldi. E l’Imu è una norma che colpisce anche le imprese.
Per questo motivo, nella rivisitazione complessiva dell’Imu che faremo entro il 30 agosto, dobbiamo eliminare l’Imu che colpisc:
- L’invenduto
- I beni strumentali
- Oltre alla prima casa
MUTUI AGEVOLATI
Il tema della casa è prioritario in questo momento. In settimana farò un incontro con Abi, Ance, ministero dell’Economia e Cassa depositi e prestiti per questa norma che non ci siamo affatto dimenticati.
Serve al finanziamento dei mutui casa da parte delle banche sulla base dell’accordo Abi-Ance.

credo proprio che la direzione tracciata da Lei sia quella giusta. TRASFORMARE LE RISORSE IN LAVORO, IL PIU’ RAPIDAMENTE POSSIBILE. Bisogna assicurarsi che poi il meccanismo avviato non si inceppi……… Suggerisco quindi di MONITORARE CHE I PAGAMENTI ALLE IMPRESE AVVENGANO IN TEMPI EUROPEI-60GG, altrimenti le aziende vanno in crisi per la ristrettezza del credito, sulla quale si può fare poco in tempi brevi, con buona pace degli sforzi fatti e dell’impegno da Lei profuso.

Ho una domanda: cui prodest? certamente non agli italiani che possono lavorare al RISANAMENTO del territorio con i fondi stanziati per le cosiddette grandi opere, la cui utilità è quanto meno opinabile.
