Leggete la mia intervista ad Avvenire “L’equazione decadenza-crisi non esiste più” di mercoledì 23 ottobre 2013.
SULLA LEGGE DI STABILITÀ
Legge di stabilità: il governo ha fatto una proposta, ma ora non ha nessuna intenzione di ritirarsi dalle proprie responsabilità. Ascolteremo, rifletteremo, ma diremo anche con forza alla maggioranza qual’è la strada da percorrere.
Il presidente di Confindustria teme “porcate”? Dico con chiarezza al mio amico Squinzi che il Parlamento non fa porcate, saprà sostenere questa leggge di stabilità e migliorarla. Ma passi indietro sarebbero irresponsabili. E lasciare avanzare interessi corporativi che confliggono con il bene del Paese incomprensibile.
Oggi non c’è uno che vince e uno che perde. Oggi c’è una sfida che impone un impegno corale per risollevare questo Paese così malandato.

SUI SINDACATI CHE VOGLIONO SCIOPERERARE
Ai sindacati che vogliono indire uno sciopero dico: ripensateci. In un momento così complicato non serve uno sciopero; serve lavorare insieme per mettere a punto una strategia condivisa e per elaborare proposte nuove.
Il primo tempo si è giucato, il secondo va giucato insieme e il dialogo con le parti sociali sarà ancora una volta decisivo.
SULLA CRISI DI GOVERNO E LA DECADENZA DI BERLUSCONI
La crisi di governo è una pagina chiusa, archiviata. Tre settimane fa si è votata una fiducia al governo Letta e con quel voto si è preso un impegno charo: attuare il programma e lavorare fino al marzo 2015. Solo in quel momento faremo una verifica e tireremo insieme le somme.
Questa è la strada e non c’è spazio per nuove tentazioni: non capirlo renderebbe soltanto deboli governo e Paese.
Insisto: serve un piano triennale per guardare al futuro. Serve prospettiva, visione. Toccherà ancora a noi preparare la legge di stabilità del prossimo anno. Poi deciderà la maggioranza se proseguire con questo governo di servizio.
AL GOVERNO MANCA IL CORAGGIO?
La legge di stabilità indica o no il percorso giusto per passare dal rigore alla crescita? Individua o no le scelte che servono al Paese per rialzarsi e tornare a correre? Voglio risposte nel merito perchè di coraggio ci si può riempire la bocca e poi si può anche morire.
Abbiamo affrontato alcune grandi questioni. Messo a tema la riduzione della pressione fiscale, quella del costo del lavoro… E l’abbiamo fatto con realismo, con responsabilità. La prima sfida di questo governo è il risultato. Se riusciamo abbiamo una chance di andare avanti, se falliamo siamo fuori. Tutto è chiaro, eppure sento parole, leggo titoli incomprensibili…
Per esempio le clausole di salvaguardia. Se dovessimo avviarle avremo perso la nostra partita e sarebbe giusto andare a casa. Soli chi è in malafede può pensare che il governo la farà scattare. Noi lo sappiamo e siamo già al lavoro per una poderosa spendig review pluriennale.
Quattordici euro al mese in più in busta paga sono pochi, è vero. Ma i soldi che abbiamo trovato non saranno distribuiti a pioggia. Era quello che si poteva fare e sarebbe stato sbagliato dire mettiamo miliardi solo per il cuneo fiscale. Però nel possiamo accorpare le dodici mensilità e metterle nelle buste paga in un’unica tranche. Io sono strafavorevole e credo che il governo possa muoversi per questo obiettivo.
BRIATORE: “ALFANO HA PUGNALATO BERLUSCONI ALLE SPALLE”
Alfano non ha pugnalato alle spalle nessuno. Alfano (e con lui noi ministri del Pdl) ha evitato che Berlusconi commettesse un errore che lo avrebbe marginalizzato. Una crisi di governo sarebbe stata un tradimento alla nostra storia e avrebbe portato il Pdl su posizioni estremistiche che non appartengono alla mia cultura politica, ma sopratutto non a quella di Berlusconi.
Lui è sceso in campo per unire i moderati e oggi quel progetto è più che mai attuale.
IL PARTITO POPOLARE EUROPEO (PPE) ITALIANO
Il Ppe italiano si costruisce solo con un Pdl forte. Capace di declinare la sua alternatività alla sinistra. E di essere casa per sensibilità e identità diverse. Nel Ppe che sogno c’è la destra moderata, la Lega, un’area cattolica, la società civile… E’ questo il progetto, anzi è questa la sola strada possibile: correre verso un bipolarismo maturo, depurato da cattiverie.
Ma mi faccia dire due cose nette:
- Il centro come area metafisica non è un punto di riferimento politico, gli italiani vogliono alternanza, vogliono grandi aree culturali e politiche che si confrontano
- Senza una grande forza centrale l’area dei moderati si disgrega. Il Pdl, Alfano e Berlusconi oggi hanno questa responsabilità. Anzi questo dovere.
SI PARLA DI SCISSIONE NEL PDL
Ecco il dovere: lavorare per un Pdl più forte. E’ folle l’ipotesi di uno smembramento, di una divisione. Sarebbe solo la sconfitta dell’area moderata e del progetto politico di Berlusconi.
La nostra prima sfida è unire e allora via gli equivoci: l’obiettivo non è un centrino e nemmeno un centrone. Non è un partito con Casini e Mauro. E’ un Pdl dove possano trovare spazio sensibilità diverse.
SU SANTANCHE’ E VERDINI
In un grande partito anche la sensibilità di Daniela Santanchè può essere un valore, ma quella sensibilità non può diventare la linea politica.
Voglio un partito grande, aperto a tutti ma responsabile che, come ci ha sempre insegnato Berlusconi, sia capace di mettere davanti a tutto il bene del Paese e dei cittadini.
Insisto sulla linea: non può essere quella estrema che si affaccia dietro certi attacchi al capo dello Stato. Ma questo è un rischio che non c’è più: nel Pdl la linea della responsabilità e della moderazione è nettamente maggioritaria.
PER LA LEGGE ELETTORALE
Siamo pronti a chiudere un accordo su una legge elettorale capace di garantirlo. Doppio turno e semipresidenzialismo? Renzi parla, noi lo sfidiamo a fare i fatti. E soprattutto sfidiamo il Pd.
Andiamo avanti con questa doppia riforma. A quel punto saranno i fatti del governo ad emarginare l’antipolitica.
LE ELEZIONI EUROPEE
Quella europea non è un banco di prova per il Ppe ma una sfida con una legge proporzionale: lì peseremo la forza del Pdl. E spiegheremo la nostra idea di Unione.
Serve un’Europa politica; delle nazioni e non delle burocrazie. Capace di mettere in cima alle priorità il destino delle famiglie, lo sviluppo e la sussidiarietà.
Si peserà il Pdl di Angelino Alfano. Ha anni, sta dimostrando visione, leadership. E’ la sua sfida. Lui contro Renzi e vediamo come finisce.
SULLA DECANDENZA DEL PRESIDENTE BERLUSCONI
Ora l’equazione decadenza-crisi di governo non c’è più.
E allora mi faccia dire una cosa: per altri la legge Severino non sarebbe stata applicata. O comunque non sarebbe satata applicata così. Con Berlusconi si stanno usando metodi mai usati nella storia di questo Parlamento. Penso alla compressione dei tempi, alla sfrenata accelerazione della discussione, alla mancanza di qualsiasi approfondimento.
Ho un messaggio al Pd. A Epifani e a Renzi: è il momento di liberarsi dall’idea della politica che vede l’altro come il nemico.
SU MONTI E SCELTA CIVICA
Mi rattrista la sua parabola politica. Monti aveva due possibilità:
- O entrare in campo per unire i moderati
- O restare guori per servire il Paese.
Ha fallito e ora è fuori. Ha pagato ambiguità e tatticismo. E poi non si mette insieme qualcosa che non è unito da un’identità forte. Scelta Civica era un progetto astratto lontano dalla realtà del Paese e della gente.
Ora tutto è drammaticamente chiaro, ora quella formazione è già storia del passato.
SULLA PROTESTA E LA MANIFESTAZIONE DI ROMA
Ho appena incontrato i manifestanti. Disagio e sofferenza interrogano drammaticamente in questo governo. E mi crea, non sono parole, c’è una riflessione vera dietro questa protesta.
L’emergenza casa è seria, la crisi è reale, le prospettive dei giovani poche. Ma ai problemi servono soluzioni nuove: la proproga del blocco degli sfratti è una risposta vecchia a un problema che dobbiamo affrontare con radicalità, in modo diverso.
E ancora: noi accettiamo il dissenso e lavoriamo per trovare soluzioni, ma ai violenti va tagliata l’erba sotto i piedi. non è il momento di falso buonismo: chi assalta i ministeri va isolato e punti e questo governo lo farà.

Buonasera Maurizio,sono d’accordo con voi (colombe) che non c’è stato nessun tradimento. Il governo non doveva cadere. Adesso però dovete smettere di discutere continuamente. Il partito si deve ricompattare. Il Paese è stufo di questo spettacolo che da’ tutta la classe politica: litigiosa,autoreferenziale,infantile alla fine inconcludente! Riguardo a quanto detto da Flavio Briatore, che ha annunciato che se non dovesse esserci il presidente Berlusconi sarebbe pronto a votare il Partito Democratico di Matteo Renzi, esprimo un parere.
Io non concordo con Briatore.
Le sue frasi sembrano quelle del tipico italiano mediocre ed opportunista che sale sul carro del vincitore.
Visto che il nome di Renzi va di moda, Briatore punta su Renzi.
Non è nel mio carattere fare ciò.
Però, quanto detto da Briatore ha un fondo di verità.
I voti presi dal Popolo della Libertà non sono di Angelino Alfano ma del presidente Berlusconi.
La storia lo dice.
Con Alfano alla guida, il PdL era dato tra l’11 ed il 14% nei sondaggi e ha perso tutte le elezioni amministrative.
Le ha perse per astensione.
Il Ministro degli Interni Alfano non è percepito dalla gente come leader.
Lo dico con il massimo rispetto.
Alfano è un ottimo politico ma non è un leader.
Se non dovesse esserci il presidente Berlusconi, non dico che i nostri elettori voterebbero Renzi ma molta gente starebbe a casa o voterebbe Beppe Grillo.
Ciò sarebbe una tragedia.
Allora, stiamo bene attenti.

Io non sarei tanto ottimista, ossia che la crisi non esiste più.
Al contrario, vista dal di fuori (ossia noi) mi sembrate che siate nel marasma più che mai…
Ogni problema viene affrontato superficialmente, come se si aspettasse che qualcuno, prima o poi, sistemerà il tutto.
Prendiamo ad esempio la ‘grande’ idea di Letta in merito alla missione aereo-navale, adottata prima ancora che l’UE si fosse pronunciata, non è stata certo ben vista dai milioni di disoccupati che non arrivano a fine mese, mentre si vedono i mingranti che, oltre ad essere accolti, non dico bene, ma nelle nostre forze, devastano, insultano, aggrediscono chi li soccorre…
Inoltre, quelli ospitati ormai da parecchio tempo negli alberghi, e sono tanti, tantissimi, troppi!, perchè se non sono rifugiati politici, li dobbiamo mantenere a discapito sempre dei nostri italiani bisognosi?
Altro problema è l’amnistia: perchè non aderite al coro unanime e rispedite a casa loro sia i clandestini che girano liberi di delinquere nel nostro Paese che quelli che sono ospitati nelle carceri?
Si risolverebbe immediatamente il problema del sovraffollamento!
Perchè mantenere delinquenti che son venuti in Italia solo perchè erano al corrente che qui da noi non esiste alcuna legge restrittiva ed ognuno può fare tutto ciò che vuole in quanto non esiste la certezza della pena, specie per loro che sono stranieri?
Questo è solo un piccolo ma grande problema che questo governo non è in grado di risolvere… e tutte le altre gravi competenze, proprie di un governo, sarete in grado di espletarle? Io non credo.
…ecco il motivo per cui non credo che la crisi non esiste più!
Caro Ministro Lupi, Lei è troppo ottimista e il suo è un tentativo vano di rimandare il momento delle decisioni! Ci sono cose che a noi Cittadini moderati di centro destra ci sono chiare da tempo.
L’era di Berlusconi è finita dal 2011. Il fatto è che il personaggio non si arrende all’evidenza. Lei sa bene che in tutte le cancellerie Europee e quella americane temono che Berlusconi possa ancora condizionare i destini dell’Italia. Nello stesso PPE nessuno ne sente la mancanza. Ai moderati Italiani è chiaro che Lui stia combattendo una sua guerra personale e che persegua il ragionamento del: muoia Sansone con tutti i Filistei.
Il Paese è allo stremo e forse non vi è chiaro quanto disagio e incertezza nel futuro sia diffuso fra la gente di tutti i ceti sociali.
Assuma il coraggio delle decisioni e metta fine a questa tragedia. Berlusconi non ha riguardi per nessuno e non si è mai fatto scrupolo di esporla alla berlina.
Non pensi di tenere insieme personaggi che nulla hanno a che spertire fra loro. Non ci riuscirà. Non mi sento di aderire ad un movimento che annovera personaggi come la Santanché, Sallusti, Bondi, Verdini, Capezzone e le amazzoni varie. Non ne possiamo più delle discussioni sull’entità degli “alimenti” che Berlusconi deve dare alla moglie! Con un solo mese di alimenti si darebbe lavoro a 40 giovani per un anno! E noi ci dovremmo continuare a preoccupare di un soggetto del genere.! Vogliamo aggiungerci a il 77enne ha una fidanzata di 28 anni che se non fosse ricco non lo avrebbe degnato di uno sguardo e che nei prossimi mesi ci terrà inchiodati con la loro storia?
Ma vogliamo scherzare? Vogliamo smetterla con un personaggio che se fossimo in sudamerica sarebbe equiparato ad un satrapo stante l’alto tasso di democrazia che si respira in Forza Italia? Revoca, promuove, candida. Fa tutto Lui! Ma scherziamo? Ci ha già privato del diritto di scegliere i nostri candidati perchè li vuole scegliere lui uno per uno? E la democrazia?!
Lei ha avuto uno scatto di dignità rivendicando il diritto di pensiero! Questo ci ha ridato un briciolo di speranza. Per il bene del Paese non si tiri indietro, Sarebbe la sua fine e anche la nostra.
