Expo 2015: dal Governo 600 milioni per vincere la sfida
Intervista a Il Giorno “Lupi: da questo Governo 600 milioni per Expo. Tranquilli, vinciamo la sfida” del 29 dicembre 2013.
Ministro Maurizio Lupi, l’Expo sembra viaggiare a due velocità: l’obiettivo delle 140 adesioni dall’estero è stato raggiunto e superato in tempi record, le grandi opere proseguono a singhiozzo. Quali saranno completate entro il 2015?
«In questi 7 mesi il Governo di cui faccio parte ha concentrato ogni sforzo sull’Expo e siamo riusciti a fare un formidabile lavoro di squadra con la Regione Lombardia, il Comune di Milano e il commissario unico, Giuseppe Sala. Gran parte del lavoro si è fatto proprio sulle infrastrutture:
- abbiamo liberato oltre 600 milioni di euro mettendo in sicurezza la Tem;
- la Rho-Monza;
- gli interventi per Malpensa;
- il parcheggio di Cascina Merlata;
- la metropolitana 4 di Milano.
Siamo sulla buona strada e, a riprova di quanto teniamo al 2015, annuncio che il 4 gennaio farò un sopralluogo nei cantieri delle opere Expo insieme alla Regione e a Sala. Credo, però, sia giunta l’ora di concentrarci sui contenuti dell’Esposizione e sulla promozione del nostro Paese».
Sulla M4 pendono più incognite. Il Governo ha messo nero su bianco che i fondi saranno revocati se il Comune e i privati non firmeranno il contratto di finanziamento entro giugno e da parte sua il Comune attende la pubblicazione della delibera del Cipe. Come si può pensare, quindi, di aprire anche solo la minitratta di Linate entro il 2015?
«Abbiamo fissato una scadenza certa per la M4 perché questo non può più essere il Paese in cui prima si stanziano le risorse e poi si decide quando fare le opere. E abbiamo riservato pari trattamento ad altre infrastrutture: un segnale di discontinuità rispetto alle prassi del passato. Detto questo, il Comune ha garantito che la minitratta sarà pronta per il 2015 e non posso che essere fiducioso».
Cascina Merlata. Stavolta il problema è il Tar: lavori sospesi e sentenza a marzo.
«Questo è un tema di carattere generale. Io credo sia giunta l’ora di prendere accorgimenti per far sì che, nel pieno rispetto delle prerogative di tutti, le opere non siano fermate ad ogni ricorso. Ne stiamo discutendo con le associazioni di categoria e un’ipotesi potrebbe essere quella di proseguire coi cantieri e prevedere successive forme di compensazione per i ricorrenti se le loro istanze sono accolte».
Caso Rho-Gallarate: fondi revocati per salvare la ferrovia circumetnea di Catania.
«La questione non può essere posta così. La Rho-Gallarate è un’opera strategica e tale resta, i soldi saranno restituiti. Abbiamo deciso di posticipare i finanziamenti, non di cancellarli, in linea con la strategia assunta dal Governo e già applicata in altri casi: finanziare subito le opere irrinunciabili e immediatamente cantierizzabili e rimodulare i finanziamenti per le altre. I fondi per le opere Expo sono stati recuperati anche da opere mai partite al Sud oltre che da Terzo Valico e Torino-Lione».
Sala invita il Governo a cogliere l’Expo come occasione per prendere posizione sul tema degli Ogm. Lei che dice?
«Finalmente parliamo di contenuti! Concordo con Sala, Expo è proprio questo: una grande occasione di dialogo tra i Paesi per disegnare il mondo di domani».
La priorità per i 488 giorni che separano all’Expo?
«Dobbiamo usare questi mesi per promuovere senza sosta il Sistema Italia. Expo darà sicuramente benefici nel breve termine grazie ai posti di lavoro sbloccati da cantieri e padiglioni. Poi potrà dare benefici anche nel medio e lungo termine se nel frattempo saremo riusciti a promuovere le nostre eccellenze: è proprio questo il lavoro più importante che ci attende adesso. Centreremo anche questo obiettivo, vinceremo la sfida».
Questo Governo arriverà all’Expo?
«In questi mesi l’esecutivo ha risentito delle tensioni interne al Pd, in fase congressuale, e al centrodestra. Ma questo Governo ha davanti a sé una grande sfida: varare in 14 mesi le riforme di cui l’Italia ha bisogno attraverso un nuovo patto tra le forze di maggioranza. Sono ottimista, ce la faremo. Altrimenti sarà il Paese a perdere, non questo o quel partito».
Nel 2016 si candiderà a sindaco di Milano?
«Solo i pazzi possono decidere di candidarsi ad un’elezione due anni e mezzo prima del voto».
