Imu a non profit: basta Europa di burocrati
Il pronunciamento della Commissione europea sul regolamento italiano di applicazione dell’Imu apre un pericoloso scenario per il mondo non profit, come d’altronde avevamo già sottolineato al governo in sede di modifica della normativa
Il commissario Ue alla concorrenza Joaquin Almunia ha dichiarato che “le entità non profit rivestono un importante ruolo sociale, che è riflesso dal regime italiano di imposizione fiscale sugli immobili. Ma, quando queste operano sullo stesso mercato degli attori commerciali, dobbiamo essere sicuri che non beneficino di vantaggi non dovuti.

Prendendo alla lettera queste parole una cooperativa sociale che impiega persone svantaggiate e che produce bulloni (in Italia ne esistono molte), operando sulle stesso mercato di una fabbrica di bulloni, non potrebbe più ricevere nessuna agevolazione. Ma così sarebbe costretta a chiudere, togliendo lavoro alle persone svantaggiate che occupa e con un costo sociale sicuramente superiore alle agevolazioni che riceve.
C’è una peculiarità del sistema di welfare italiano che l’Europa deve riconoscere. Il governo Monti intervenga con la Commissione perchè non rimanga un equivoco su questo. Lo faccia in modo urgente, forte e autorevole. Diciamo no a un Europa di burocrati e si’ a un Europa delle nazioni che riconosca le identita’ dei paesi che le hanno dato vita, in modo che non resti un puro intento formale quel principio di sussidiarietà che e’ tra i principi dei trattati dell’Unione.
