Ecco le mie risposte agli ascoltatori di Radio Anch'io
Nella mattina di martedì 11 giugno sono stato ospite di Radio Anch’io per oltre un’ora. Molti i temi toccati, ecco i principali punti che desidero trasmettervi.
SUI BALLOTTAGGI
L’inizio della trasmissione non poteva che essere sul deludente risultato dei ballottaggi delle elezioni amministrative 2013 che hanno visto uscire il Pdl sconfitto nelle grandi sfide. Leggete di seguito il mio commento.

Le domande degli ospiti e degli ascoltatori hanno poi spostato l’attenzione e le mie risposte su altri temi:
PRESSIONE FISCALE, IVA, IMU E TARES
Ci sono le emergenze ma ci sono anche riforme strutturali da realizzare: quella del fisco è prioritaria. GLi italiani pagano le tasse sullo stipendio e sul reddito. Se con i risparmi a comprare una casa per loro o i figli, è ingiusto pagare altre tasse. Serve il coraggio di decidere: o tassiamo le persone o le cose. Qual è il livello massimo di tassazione che i cittadini possono sopportare? E quali servizi otteniamo per le tasse che paghiamo? Saranno banalità ma dobbiamo tornare a misurarci su queste cose.
- IMU > la prima rata è stata sospesa e i cittadini se ne sono accorti perchè avrebbero dovuto pagarla a giugno. Il Governo sta lavorando per superare questa tassa sulla prima casa entro il 30 agosto. Se ne sono accorti tutti, è una tassa ingiusta.
- IVA > I dati Istat sono drammatici: consumi fermi e previsioni di decrescita. Anche per questo riteniamo che un aumento dell’Iva avrebbe solo un effetto peggiore anche sui consumi. Il ministro Saccomanni sta cercando le risorse per non aumentarla e tutti noi faremo il possibile per ottenere questo risultato. Un rinvio dell’aumento dell’Iva al 1 gennaio 2014 non sarebbe uno slittamento ma un provvedimento importante. In ogni caso servono comunque le risorse.
- TARES > Ci siamo dati 30 agosto anche per superare la Tares. Il governo precedente ha usato la casa per recuperare le risorse e successivamente ha prelevato anche da negozi e capannoni industriali.
Ho poi ribadito l’impegno di tutti per creare le condizioni di crescita e ricordato come anche in Europa lo stiamo dicendo con forza: di solo rigore si muore.

EQUITALIA
A questo si lega anche il ruolo di Equitalia e del fisco. La lotta a evasione è un imperativo per tutti e il nostro governo ha record di recupero senza precedenti. Ma a costo zero si può e si deve avere sempre a cuore chi abbiamo davanti. Per esempio: se scoprissi un evasore è giusto chiedergli le tasse anche a rate. Ma se gli impongo degli interessi elevati che “lo uccidono” non andiamo da nessuna parte. Così anche se gli vengono sequestrati i beni strumentali.
FATTI SU CUI MISURARE IL GOVERNO
Ascoltate le domande degli ascoltatori, è stato giusto ribadire alcuni dei fatti già realizzati da questo Governo nelle prime quattro settimane:
- Abbiamo restituito una parte dei debiti che lo Stato aveva con le imprese: quest’anno 20 e altri 20 miliardi di euro nel 2014. Sono ossigeno e fiducia
- Abbiamo rifinanziato con 1 miliardo di euro la cassa integrazione per i lavoratori
- Abbiamo sospeso la rata dell’Imu
- Abbiamo prorogato e rafforzato gli incentivi per le ristrutturazioni, l’acquisto di mobili, la riqualificazione energetica e antisismica, il 60% dei nostri edifici hanno oltre 40 anni
TAV
Il cantiere Tav dell’alta velocità in Val di Susa non è solo teoria ma è in costruzione e si farà. Messaggio importante: dal 2003 a 2006, anche grazie al confronto con movimenti no tav, il percorso è radicalmente cambiato. Poi la politica si deve assumere la responsabilità e deve prendere le decisioni.

La Tav è una realtà sotto gli occhi di tutti: abbiamo incentivato l’abbandono dell’auto in favore del treno sensibilizzando i cittadini e offrendo un servizio di qualità e a cui la concorrenza sta portando vantaggi in termini di efficienza e riduzione dei costi. Il cittadino ora è libero di scegliere servizio più efficiente per lui e da Milano a Bolgona, per esempio, sceglie il treno.
PERIFERIE DEGRADATE
Un ascoltatore ha posto l’attenzione sulle nostre periferie “più brutte” e degradate. La mia risposta è andata in questa direzione: è giusto che oggi la nostra attenzione sia rivolta alla riqualificazione delle città. Dobbiamo incentivare comuni e regioni per impiegare norme che aiutino il riutilizzo e la riqualificazione. Quando sono stato assessore a Milano, abbiamo dimostrato che è possibile riqualificare una periferia valorizzando cittadini e associazioni e facendone un centro per vivere la città.
AUTHORITY TRASPORTI
A chi mi chiedeva a che stato sia l’attuazione dell’Autorità dei trasporti ho risposto che è un dovere fare liberalizzazioni vere dei grandi servizi: dall’energia alle ferrovie etc. Per farle davvero serve avviare immediatamente questa Authority. La terna proposta al Parlamento era stata bocciata e ne proporremo un’altra in tempi rapidi per attuarla.
GRANDI NAVI IN LAGUNA A VENEZIA
Il mio auspicio è di evitare di affrontare i problemi solo quando ci sono le tragedie. Stiamo lanciando un piano di manutenzione straordinaria di messa in sicurezza e di manutenzione delle reti di trasporto e del territorio. Incontro in queste ore gli interlocutori principali per il problema di Venezia e mi auguro che si possa insieme e con intelligenza garantire:
- La tutela dei mari e delle città
- Lo sviluppo e il lavoro: sono ben 1 milione e 700 mila i crocieristi che ogni anno visitano Venezia. Sono una risorsa importante

Al termine di una riunione di maggioranza tenutasi a Palazzo Chigi, una nota ha informato che nel decreto, che sarà illustrato alle camere dal premier Enrico Letta, saranno previste anche misure di decontribuzione e defiscalizzazione dei nuovi assunti “perché dobbiamo recuperare – afferma il capogruppo Pdl alla Camera Renato Brunetta – 500.000 posti di lavoro persi a causa della crisi nell’arco di due anni”. «L’orientamento della maggioranza è di non fare aumentare l’Iva a luglio e procedere entro il 31 agosto alla cancellazione dell’Imu».
L’importante è che ci sia la cancellazione dell’aumento, un semplice rinvio sarebbe un segnale negativo”. Quanto alle coperture necessarie per il decreto, Brunetta non si sbilancia ma assicura: «Le risorse si devono trovare ed oggi nella cabina di regia il governo ha deciso sul rilancio dell’economia che va in parallelo alle riforme costituzionali».
Caro Ministro, rifinanziare la CASSA INTEGRAZIONE e prolungare quella per ex Alitalia vuole dire che continuiamo a pagare noi e i lavoratori non cercano più il lavoro! Senta il Sen. Ichino cosa ne pensa al proposito ! sono d’accordo con lui. Non si faccia coinvolgere in queste soluzioni che accontentano pochi ma che non risolvono nulla. Cercate di dare incentivi seri a chi propone il lavoro e a quelli che accettano pur di lavorare e non pesare sulla comunità Grazie
Ciao Maurizio,ho un breve commento sul tema delle tasse. Chi paga le tasse da noi non solo non viene ringraziato, ma viene discriminato. Una volta definito quanto uno deve pagare, in base al reddito o quant’altro, perchè mai uno deve essere discriminato al momento della prestazione dei servizi? Ho in mente asilo nido, ticket sanitari, deduzioni in sede di dichiarazione dei redditi. Chi è iscritto al Club Italia non solo non ha un servizio migliore se paga di più, ma per legge gli viene applicato un servizio peggiore. Non sarebbe meglio, se vogliamo che tutti paghino le tasse, almeno non discriminare chi le paga? Non è bello vedere che chi ha un tenore di vita doppio del tuo paga un quarto i servizi sociali.
